well this mod apparently sets the speed to a negative value, so i guess you could try giving the npcs negative speed attributes, if the cs will let you.

if it won't let you input a negative value for speed, then you could add a disease that drains speed so that it is negative

the problem is that

If a character's speed is reduced to 0 (Through Drain Speed or Damage Speed) not only are they rendered immobile, but they will cease targeting the player and won't try and defend themself if attacked, even if they have ranged attacks or spells. In this state they can be repeatedly sneak attacked from behind.

so you'll have to test it ingame to see if it has that effect

 

 

if that doesnt work try

 

player.modav speed ###

except instead of "player," you have to put in something else so that it is applied to the npc and instead of ###, it should be an appropriate number
