It sounds like you may be trying to install Oblivion and mods on a Windows Vista or Windows 7 computer. If you are, then completely uninstall what you have done (in the default Program Files directory) and then reinstall Oblivion in a non-default/custom directory (such as C:\oblivion or something). Then install OBMM and all the mods there as well.

Read the readme files carefully to find out if any of your mods require Shivering Isles. This is not foolproof though, because careless modders forget to put that information in their readme files or forget to even write readme files.

Shivering Isles has become so cheap and common that almost everyone has it. It is getting to the point where most new mods require it. If you like playing Oblivion, I recommend that you invest in a copy of Shivering Isles because it is a really fun expansion to play, and will open a whole world of mods to you.

If you install Oblivion, it will add all the files such as the .ini file to where they need to go. It really doesn't matter what directories you store any other documents in. Oblivion doesn't need them to run, and you can just go find them and read them wherever they are.

1. There are ways around reinstalling, but reinstalling outside of the default program files location is the best solution. Most people install to a newly created folder such as C:\Games\Oblivion That ends any UAC problems once and for all.

Here is a link to my complete uninstall/reinstall procedure located in the articles section of the Nexus

http://www.tesnexus.com/articles/article.php?id=240

2. Many mods require the latest patch. If you don't have it, get it. It's free.

Bben's Patch Advice

3. Many other mods require OBSE (Oblivion Script Extender) the read me for your mod should say so. but it doesn't hurt to have it anyway. Get it here: http://obse.silverlock.org/

Be sure to read the install instructions as it is not a mod and does not install like a mod.

4. There may be other mods required for your mods to work. Always read all of the documentation before installing.

5, Do not try to install a bunch of mods all at once. The time you think you will save will be more than lost in figuring out which one has messed up your game. Install ONE at a time and test it before installing another.

6. After you have a few mods load order is important. Get OBMM and BOSS to help with setting mod load order.

OBMM: http://www.tesnexus.com/downloads/file.php?id=2097

BOSS is not perfect, but it is the best we have for sorting mods.

BOSS: http://www.tesnexus.com/downloads/file.php?id=20516

Mods are not plug and play. You will have to learn something about computer file structures and load order to make them work
