The enemies don't exactly have to be the same, and could be any type of daedra, but if someone could build Cheesemonger's Hollow inside of the Skyrim engine and make the quest, that'd be great. This could potentially be a very fun tiny quest mod, and maybe a player home mod. Maybe after you clear out Cheesemonger's Hollow, the player will receive an item like Sheogorath's Golden Slice of Cheese, that could teleport the player back there anytime he/she wants to. If you have no idea what Cheesemonger's Hollow is, look up a gameplay video, since the dungeon is pretty short, and this is pretty doable. The only hard part is creating the actual dungeon, and creating Sheogorath's pet Gutsripper (the boss of the dungeon). He looks like a little raptor, so I guess someone could work off of an already existing raptor model and make it look more daedric. The quest could start at the Mage's College as it also does in ESO, with a new NPC or the ghost of Arch Mage Shalidor like in ESO. The player enters a portal and get teleported to the dungeon.
