It is in Vista and Win7, but not WinXP.It adds an extra layer of security that does not allow changes to programs in the program files folder - Unless you give it special permission. It can be disabled. However only for every program in the folder. Which opens up your computer to any virus that gets passed your firewall. Once a virus has permission to change those programs, it owns your computer. For games, even though the default install location is inside the program files folder, that causes problems when mods are installed, a they make changes in the game program, and UAC will block those changes making the mods not appear in the game. The best solution is to completely uninstall the game and reinstall it outside of the program files. Usually in a folder such as C:\Games\OblivionTo preserve your mods, before you uninstall, COPY your entire \data folder to a temporary folder outside of the Oblivion folder, and outside of the program files folder.
