NMM failure to install

Ok so new to the forums but here goes.

 

Nexus Mod Manager is not installing. I downloaded and click the link, nothing so I went to the downloads folder and clicked the setup application, nothing. I try to run it as administrator, still no dice. I turned off my firewall, redownloaded, retried and still nothing happened.

 

I have no idea what the deal is, all I can tell you is that when I click the NMM setup it loads for half a second and then does nothing regardless of how long you wait.
