Cannot get about 10-15 FPS despite good hardware, tried many fixes

Hey everyone, this is my first post here because this is the first time I've had an issue I haven't been able to solve with extensive Googling and trial-and-error. My PC specs and list of installed mods are included - everything runs well and my computer doesn't even break a sweat, but I cannot get above 12-15 FPS to save my life, whether I'm in combat with 50 NPC's or standing still in the wasteland, it's always 10-15 FPS. I'm 99% positive I should be more than capable of butter-smooth 60FPS at least most of the time with my setup, nothing I do seems to help. I use the 4gb launcher and ENB's injector to force the game to recognize my Nvidia card because that is the only way I've ever found to do so - otherwise it insists on using the crappy onboard video card and it runs like garbage. Trying to force the game to use the Nvidia card through the Nvidia control panel has no effect.

 

Things I've tried:

Disabling all mods and starting a new vanilla game from a clean install

Disabling nv_stutter_remover's FPS manager

Disabling v-sync in my nvidia control panel and disabling FPS limiting in the game's ini files (Fallout_Default and FalloutPrefs)

Forcing FPS to 30 and 60 with NV Configator

In the default ini, changed bUseThreadedAI from 0 to 1 and added the line: iNumHWThreads=4 (based on a suggestion found through googling)

Every possible combination of tweaking settings in the default ini's and the relatively few performance mods I have

 

None of the above has produced any change, for better or for worse. Other than the framerate the game runs fine, load times are quick and I have no mod conflicts, no CTD's, no errors of any kind for the most part. Mod list and hardware summary follows. Hmmm, have you installed DirectX ? Windows 7/8 doesn't come with DirectX 9/10 redists. This could be the issue with video card detection and frame rate problems. It should have installed with the game, but sometimes steam can be derpy about that kind of stuff. Also try disabling your on board video in the BIOS/UEFI on boot.

There is no option in my BIOS to disable the onboard card, which struck me as kind of strange. I will look into the DirectX thing though, thanks for the suggestion.
