There are quite a few non random magical items in the game. Most are quest rewards or can be purchased from the stores (almost every merchant has one item, even the inn on the dock in Anvil has the 'fists of the drunkard' IIRC).

 

In addition there are about 30 other items scattered in inaccessible places. The chance of you finding them is extremely remote. In any event most are no better than items found in random loot. The only difference is that if you know where they are you can get hold of them at level one (rings of speed and destruction, amulet of luck and a soul trap axe for instance). The only ones that are seriously useful IMO are Fin Gleam helm, the bracers in the Arena hopefuls' chest and the circlet of omnipotence.

One thing I found was a ring with Water-Walk and (20 pt?) Fortify Speed.

 

Is it not nifty?

 

(Fortunately, even with water-walking, you can 'burrow' through the surface to dive)

 

EDIT: Is the Mercury Shield (think that's the name) that I found in an Ayleid ruin on the Imperial City island random or fixed?

It is random. The list of non-random items is very small and only one (Umbra Sword) is in an Ayleid ruin.

My latest character found the;

 

Acrobat's Amulet

Fortify Speed 20 pts

Fortify Athletics 20 pts

Fortify Acrobatics 20 pts

worth 6070 gold

 

He's still looking for the Amulet of Axes since he specializes in blunt weapons.

 

There are some locations in the game that always have a random enchanted item. You can save before entering those areas and keep reloading until you get the item you want. That's one way I've heard of to get a special item more quickly than by random exploration.
