Bug: Need to console myself arch-mage

I've done all the quests but I've needed to start them through the console - raminus polus's dialogue is constantly bugged, he never even promoted me from associate to apprentice.

 

What'd you know, you need to talk to him to become Arch-Mage! Hooray!

 

I want all the benefits and I don't want to be arrested for going into my room - I'd appreciate it if there was any way to promote yourself through the console, or perhaps some sort of workaround....
