Regeneration Perk Not Working

So i made a race mod, and i figured out how to add a perk and all that from being a certain race, but it turns out the perk wont work!

 

 

i could give you all the details, but it all boils down to one thing... How do you make a perk affect you 100% of the time, like constantly restoring health?
