CTD when trying to access Megaton

I cannot get into Megaton at all, as soon as the loading screen has completed I get a black screen for 3 seconds and then CTD. I've tried everything I can think of and haven't been able to figure it out. I've read several threads and looked around but everything I've tried hasn't worked. On top of that I cannot get fo3edit to load my files, it keeps saying that I have no active plugins, including fallout3.esm. Its incredibly frustrating because it shows all my plugins when it attempts to load them in the background.

My current load order is (suggested by FOMM auto sort):
