Aleays "detected" in Goodsprings

I am having trouble identifing what causes me to always be detected in Goodsprings. I need some help. My load order can be found below. So I start a game with a new char and just as I exit the good doctor's house I notice I crouch and I'm not "hidden" regardless of weather there is someone in line of sight or not. I have not tried in ALL of Goodsprings but I can't stealth behind the doctor's house and I can't do it between the shop and the bar either. That is where I go mostly because that's where I have encountered this issue. I removed FCO's OnHolyServiceBound and thought it was fixed because it didn't do it from the start anymore. But a few minutes into the game it happened again. If I am out of line of sight of anyone I get a brief "hidden" when I crouch before it goes back to detected. Rest assured there is no patrolling Victor or something really nubish causing me to be detected.
