Are your performance issues occuring in a specific area of the game? Make sure Fallout Character Overhaul's glowing ghouls is disabled, it can cause fps drops.

 

update video drivers?

I think i fixed it but i am having micro stutters. The mod that gave me som fps lag vas dynavision3
