Game Freezes when I choose perk

I am leveling up to lvl 26 and I freeze when I choose my perk. I loaded the save from when I left vault 101, chose a perk and had no problem. Reload my quick save from when I was lvl 25 and got 26, chose save perk and it still froze. Here is the load out. If I have to re install tell me how to copy my saves please.

 

I tried using player.setlevel and advlevel and both caused the gave to freeze.
