Is combat damaged based on location?

Does anyone know if Skyrim uses location based damage?

 

For example, if I am wearing boots, but my character gets hit in the head, do the boots help the armor rating at all? And decrease the damage of the head shot??

 

If I'm wearing a heavy armor helmet, but light armor boots, does it matter??

Vanilla skyrim it does not matter. you can be naked with boots only and get shot in the head and the boots protect you.

 

BUT you can download mods to make it matter if you want

Thanks! I had downloaded Deadly combat, and thought I noticed the difference, but I wasn't sure.

 

So what happens if you are wearing a heavy armor helmet, but light armor boots? How does the game know what to level up when you get hit?
