Lock In Place Command

I downloaded Decorator Assistant and re-installed it once, only to find out it isn't working. The mod simply does not show up at all. Therefore I decided to make a simple spell that will lock any item in it's current place on hit with spell. However, I am not much of a scripter. So I was wondering if anyone could help me out with a script that will lock anything in it's place when being hit by the spell. I use OBSE 0018.
