Low fps when outside

I know this has been posted before, but there seems to be no solution, and because when i first started playing i didn't have this issue. When i first started playing with mods installed such as FWE and MMM and various others, I had no problems. This only started recently, after i had to reinstall Fallout 3 due to a bug. I have used Archived Invalidation, stutter remover, tweaked the stutter remover, tweaked the Fallout.ini, used CFF Explorer to open up the game to use more than 2GB, used FO3 Edit to try and find the issue but i could not, and nothing seems to be working. This is my load order
