problem with adding/removing spells/talents

like the title says I have problem with adding and/or removing talents and spells with both console and toolset, my problem started when I had to open a high level chest so tried add to my character "Device Mastery" using the console I written in console "runscript addtalent 100004" and pressed enter and it said success but when I tried open a chest it said that my skill is too low when I checked my talent book the skill Device Mastery was greyish like I didn't learn it I tried again but with the same result, next I tried to remove completely my "lockpick" skills but it was oposite from before it did't turn greyish no matter what I tried, I also tried to add stealth but it was also greyish in talent book but there was a difference it DID show up on my quickbar and I could use it, then I tried to add talent using dragon age toolset I think that I did it correctly but it didn't show up in my talent book I also tried to exchange on of my talents for Device Mastery by it also didn't work I thought my save got corrupted I tried use older save but with same result I tried save from almost beginning of game when adding talent worked before it didn't work this time also, next I tried to turn off all my mods but it also didn't work, tried reinstalling game like always didn't work then I tried something simple I created a new character and I could add talents with no problem using the console but I don't really want to start from the beginning especially since I don't know source of my problem so it could happen again,I have no problems with using console for other things like for example to change class or I can use runscript addtalent to add a specialization or even adding skills works correctly using addtalent only spells and talents doesn't work, by the way normal adding after level up with talent points works correctly.

 

I hope someone knows how to fix it ot at least source of my problem I would be very grateful for any help
