Help ironing out random crashes

Hey there lads!

I've been meaning to go back to Oblivion for a long time, and after some tinkering and getting a new pc, I put some mods together that made the game the way I wanted to while running rather smoothly. However, and despite the fact that I've spent my good share of hours going through most tweaking guides and crash prevention systems out there, as well as ensuring compatibility as far as I know, I keep crashing every 5 to 10 minutes of play. While I thought this may be a ram problem (I'm on a 64bit Windows 8.1 system), truth is I cannot really see ram getting quite that high on the task manager while playing in windowed mode. There's also the fact that my much shittier, much older computer was able to run the game with a similar mod setup (minus QTP3 and OBGE) at a very low frame rate (5-15 fps) and in low res for 30-40 mins before crashing.

These crashes seem to be rather random, but they usually happen when changing cells, especially in cities or near them. They also tend to be especially frequent when saving, be it autosave or streamsave. I know that the nature of these crashes can be terribly hard to ascertain, but I've tried making new save games and they keep occurring, so I cannot really blame a corrupted savegame (Wrye Bash finds no bloating, by the way). I'm currently testing new savegames while deactivating mods one by one, but rebuilding the bashed patch over and over again is a major annoyance. I've also considered that, perhaps, it's an OBSE plugin doing Devil's work.

I'd enormously appreciate any kind of insight you could give me on this stuff, be it something I've missed or just which mods I should try deactivating first. As I've said, what bugs me the most is that almost every single mod seems to work perfectly fine and the game works properly until it crashes, and I can load an earlier save and just keep playing, which I've done for some 9 or 10 hours in a character. Anyway, here's the relevant info:

Ini (tweaked after some hours of play, the tweaks didn't reduce or increase the crashes):

Thank you for your help!

I've removed a bajillion mods and rebuilt the patch, and I crash in exactly the same ways, and given I'm running a 64-bit system with the laa 4gb patch, I'm lead to believe the crashes have something to do with clearing the cache or the like, since they tend to happen on cell load. A foolproof method to crash the game, even in a new save, is to start in Skingrad, cross the main gate, fast travel to Anvil's dock and attempt entering the city. I can save outside of Skingrad, restart and load, and then I'll get to reach Anvil, but another trip anywhere and crash, I can also fast travel to Anvil with no problems. The same happens with any given two cities, it's all about how much I've seen without restarting the game. Any ideas?

You could try lowering the CellBuffer Values in the ini to something like 3 and 36.
This might lower the crashes because there is a lot of cell data in a setup which is as thoroughly modded as yours. Thus fewer cells being buffered might be good for the engine to work for.

Also, You might consider using the Oblivion Stutter remover, f not already doing so.
If you do, try disabling it and see if it helps.

Also, as a side note, but this is purely personal, I'd rather use Unnecessary violence 3 instead of deadly reflex, since it's a bit more polished. It probably works better.
But I can understand that you would like to stick to the throat-slitting system.

Noted, thank you!

I use DR5 because in my past experience it was far more stable than UV, have things changed since? DR6 used to be horribly buggy too back in the day.
