Help - CTD when trying to exit MOE Main quest delayer ship cell

Hello,

I've recently re-installed oblivion and have 200+ plugins; I checked thoroughly for incompatibilities, and downloaded all the patches necessary. I'm experiencing a CTD as soon as I try to exit the ship cell in which I spawn since I'm using the main quest delayer mod. Moreover I'm getting a weird transparency bug on the face which basically lets me the back of the hair, and the head or part of it becomes invisible. It goes away on its own.

EDIT: The city of Anvil in its entirety causes a crash. Using player.coc and moving across the map I found that the Imperial City works as well as the other main cities like Cheydinhal and Bruma, while the entire Anvil exterior causes a ctd when trying to accessing it from an interior cell.

I don't have any experience using MOE before but I noticed some mods that are either outdated or unnecessary to use. Be sure to get OOO v1.35 because that's the latest version available. Have you tried removing MOE and Quest Delayer mod and start a new game? And which mod manager are you currently using? I recommend Wrye Bash for installation and BOSS for load order.
