help creating new character

so i was playing mgs4 the other day and i thought that the character Vamp looked extremely badass, and would look wicked in Fallout 3.

so here i am trying to figure out the best way to create a character similar to Vamp, in terms of armor, clothing, and whatnot in mods.

any suggestions on what i could use? i don't know how to use the geck, or do any 3d modeling, so doing it from scratch is out of the question. :(

 

anything you can think of would be appreciated :D
