Skooma Pipe

I'm having a strange problem with the Skooma smokeable pipe-mod...

Thanks to software issues (sigh), I can't install OBSE. Because I still love the items in this mod, I kept it anyway, making relative peace with their uselessness.

Now I suddenly noticed an NPC smoking a skooma pipe exactly the way it was intended!

Does this mean it is still somehow possible to make it usable by myself, or is there a big difference between NPCs and the player, meaning they'll do just fine and I can never smoke the pipe?

I myself was already amazed at the NPCs using it without OBSE, but ofcourse I'd still love to use it myself..
