Do not install OOO 1.3. Download the OOO 1.33 Complete archive, and please just follow the instructions. It tells you which version of each file to download. You do not have to download any EXE files for this...

I have never used mods before and I'm having quite a difficult time figuring out how to even get them in the game anyway i got to the part where you extract files then you have to put it into the oblivion data folder, problem is I can't seem to find it. In a lot of guides people would right click and it would be there as 'Open Data Folder' but it is not so i can put the files to the mod there, so how do I go about accessing the mod folder? (I have Windows 7 if it matters)

We are on at different times, but I can turn the chat bar on if need be. Have you followed the OOO guide? Just read that. It says to grab the 1.34b5 update. Please, read that. As for COBL. It, like OOO 1.33, is already OMOD-ready. Just download it, and add the archive to an OMOD.

Please, make your own thread. The Data folder is in the Oblivion folder in your Steam folder. I do not use Steam either. I assume it is either under Steam\Oblivion\Data or Steam\Bethesda Softworks\Oblivion\Data.
