Problems with "File of the Month?"

I noticed that the leader this month in the FotM category had 170 votes. Yet the mod itself only has 50 endorsements. If 50 people felt strongly enough inclined over the lifetime of the mod to endorse it, where did the other 120 come from? As any member can vote for FotM, presumably friends can be asked to join the site, and vote for somebody's mod.

 

This certainly isn't an attack on the mod in question, which looks very good. The numbers just seem oddly skewed. And perhaps that points back to a problem in the methodology involved in selecting the FotM.
