Their incompetence, lack of oversight, and lack of efficient organization lead to the creation of Caesar's Legion. On a lesser scale, a FoA member killed a NCR soldier when said soldier asked about rerouted water to West Side. In addition, they were actively trying to destabilize NCR efforts in pacifying the Mojave region through propaganda. They lack recourses because no one is giving them a helping hand-not even the NCR.Caesar was a bad seed and he did met Graham. Yes they lack resources but that doesn't mean that they can be incompetent with what resources they did have. Despite limited resources, they're spreading themselves pretty thin.
