ENBhost.exe has failed to start

So, I have an issue. For the past day or two, I've been trying to get ENBSkyrim .262 to work. I've probably reinstalled Skyrim 6 times trying to get this to work. I load up a fresh install of Skyrim, update it, and then add SKSE and the Unofficial patch and then run the game. I close out of it, and try to load up the ENB with the two files from the wrapper. Everything is working correctly. Now, I go to get the ENB preset I want, RealVision ENB. I follow the directions, change the things in the inis, and I feel acomplished. I install some of the mods needed to get the game to look better, like CoT and Supreme storms, along with the CoT patch, and ELFX. So far, no problems. I open loot and run it, and click apply and I get the Calculated load order, click apply and I see
"Plugins and Message counts"

Active Plugins 12 Dirty Plugins 2 Total Plugins 12 Warnings 2 Errors 0 Total Messages 5





I click details and see a warning under "Update.esm" - Warning: Contains 92 ITM records and 3 UDR records. Clean with TES5Edit.
And another one under "CoT-WeatherPatch.esp" - Warning: Contains 5 ITM records. Clean with TES5Edit.
I close LOOT and forget about it. With everything seemingly in order, followed ALL of the steps from the RealVision ENB instructions, load everything up in NMM, open the SKSE and everything seems to be in order up until I see the red text at the top left hand corner telling me that ENBhost.exe has failed to start, try to run the game as administrator, so I try to. ENB doesnt load, and I close out of the game. I check the properties of ENBhost.exe and it's set to run as administrator. I don't understand what I am doing wrong. Please help
