Can't play as custom race

So, I've reinstalled Oblivion and gotten the mods I like to usually have, but I'm experiencing a very strange and annoying bug. Custom races are not showing and I know for a fact I've installed them correctly (I've installed and used hundred of Morrowind, Fallout 3, and Oblivion Mods).

 

The strangest part is that some other mods such as HGEC are working.

Is your game patched to the latest version, do you have the UOP installed, and post your load order please...
