Console not opening?

So, I'm pretty deep into a cave and can't proceed due to a locked door. I'm without lockpicks and I can't be assed to backtrack to a town to get more. I attempted to open the console to simply open the lock, however pressing the tilde key does nothing. I even downloaded Ring of Console and installed it properly, however the console still won't open up. OBSE is working fine with my other mods, any suggestions?

Try open "MyDocuments\My Games\Oblivion\Oblivion.ini"

Press Ctrl + F, then search for: bAllowConsole=

 

This should be: bAllowConsole=1

If it's anything else, change it to 1

As Alexx said, You still have to have the console turned on to use it.

Ring of Console works best when tied to a hotkey. It is annoying to use if you manually try and equip it!
