Randomised damage and skill based crit chance

I know the game already increases the damage for weapons based on the actor's skills, but they arnt randomized and the crit chance determained by luck and has nothing to do with skill. I'm looking for a mod that randomizes a weapon's damage and critical chance based on an actor's skill. preferably randomly based on the actor's skill. so a weapon will do 20-30 damage, but the higher the actor's skill the more likely they are to do higher damage so a 10 gun skill actor will do 20 damage most of the time and has default crit chance, whereas a 100 skill character will deal 30 damage most of the time and has bonus crit chance.



so is it possible? can it be done?
