I have no idea how you managed that. But anyway, thats probably why you can only load it from using fomm. If it's truly gone from your computer you proooobably want to do a reinstall. It could be a reason your game is messing up tho honestly I have no idea what's going on if you don't have fallout3.exe. This is beyond me, by now... I do recommend installing fose tho even if it might not help you right now at all (and there's a chance it might) fose is necessary for any mod of worth besides armor/weapon mods.
