ok so what do i do with the to files i downloaded

Unzip them with 7zip into your fallout 3 directory (so that fose_loader.exe is in the same folder as fallout3.exe). That's all you need, now every time you run fallout3 just click on fose instead of fallout3.exe.

im using FOMM to launch fallout 3 its the only way i can so im not sure how to put them in the same folder i must soun really stupid also no fose file i downloaded is a zipped file

extract the contents of the zipped file into your fallout3 directory. You should know how to unzip files, how else did you download mods? Make sure fose_loader.exe is in the same folder as fallout3.exe. You can double click fose_loader.exe to launch fallout3 or just open up FOMM and select "launch fose" it doesn't matter.

to be honest i dont know how to unzip files i use fomm i just check the box in the package manager and done and its in the same folder as fallout i have no choice to launch it from fomm it says fose is not installed and every time i click it i get a windows pop up

Click on the (...) button on the right so you can browse your folders. Find your Fallout3 folder, double click on it, then click ok. Click ok again and it will extract to that folder.

it doesn't matter. The default is program files, along with all your other programs, but it doesn't make a difference. If it did, I would've said so :/.
