So this guy made a mod of it. http://www.nexusmods.com/skyrim/mods/41390/? And it's almost what I would like. Some changes are needed though. Most importantly, if I would use this spell, I wouldn't be using archery with the same character, so it shouldn't benefit from any archery perks. Rather, it should benefit from the relevant perks in the Conjuration tree. Most obviously Mystic Binding to increase the damage, as well as Soul Stealer and Oblivion Binding so it has soul trap and banish effects just like the other bound weapons. With dual casting, rather than increase the damage further, I'm thinking it should fire three times (given the additional magicka cost of dual casting) the amount of arrows consecutively. Finally, it should also make use of the Deadly Aim perk in the Sneak tree, so you can assassinate effectively even with the Conjuration school. To make it more attractive at higher levels, rather than mess around with damage scaling (unless that's easier, of course), why not make several spells instead? Something like Apprentice: Fires 1 spectral arrow, 3 with dual castingAdept: Fires 2, 6 with dual castingExpert: Fires 4, 12 with dual castingMaster: Fires a rapid and spread-out stream of spectral arrows until magicka runs out. This would work a bit like Lightning Storm, with the long charge time and that you aim the stream from where you stand. And with this, you would have another option for ranged combat, besides archery and destruction. Every successful hit with an arrow will level your Conjuration skill fairly and accordingly.
