broken quests

so i finished the game and completed all the story quests including broken steel. keep in mind that i never got the satellite dish for three dog because i passed his speech check. so i thought what the hell. ill get the satellite dish now. so i get the dish from the museum and install it the the monument all without talking to three dog to actually get the quest. after i install the dish i get notified that that i have a new quest entry called galaxy news radio. so i go to three dog to finish the quest but when i try to talk to him, the text is just blank. so i go around the wasteland and waste some time and wait 3 days game time. talking to three dog after that has not changed as his text is still blank. i thought to fix it by just using the console and the completequest command. when it didn't work i ended up just killing three dog and failing the galaxy news radio quest. so i thought, problem solved right? wrong. now there's a new quest entry called the search continues and it tells me to continue my search for dad. is there no way to get rid of the quest? the console commands don't work for this quest either.

 

tl;dr

i have an impossible quest in my pip boy that not even the console can get rid of.
