Am I on the right track (concerning file override choices)

I figured out what was causing the fps problem, it was because I was running the exe as administrator. When I took it off administrator it added 20 fps to the game.

 

Yes the single core thing is a shame, I tried to assign core 3 only to it earlier but i couldn't do it which is a shame.
