All those pieces of paper mean is money (be it gold or just a promise) which is owed to the holder of that piece of paper from the issuing government, which can then be passed along to others in exchange for settling personal debts. Which is why the best way to cure anarchism is to just give that person ludicrous amounts of money and explain the premise behind it.
