The Empire of Tamriel is based on the Roman Empire, which was an example of durability and stability. TES lore reinforced the idea that trade was a major source of wealth and prosperity. But they forgot one rather important detail: good roads.

Athens created the foundations of modern civilization: philosophy and science. The Romans took the next step, because applying the Athenian philosophy and science to practical cases, became legislators and engineers.

And these were the two forces that created and maintained the Roman Empire for so long, until the arrogance of treating as inferior those who should honor as allies crossed the line. And they fell. Always so with all empires.

But enough of history: the Romans knew that the size and wealth of the cities was limited by the flow of goods and people; knew they needed fast communication and to send troops to defend their provinces with speed. They were practical. They were engineers. They made good roads.

Not the bucolic paved paths we see in TES games. This type of impromptu road is medieval; its irregularity breaks wheels of carts and makes both horses and people stumble. This time is called the Dark Ages for a reason: all the knowledge and resources were in the construction and fortification of defenses. It was a time of poverty and fear. A time of darkness.

If there is a Cirodill Empire, where are the roads are capable of transporting goods, people and troops with speed ?

There are quite some mods to beautify medieval (impromptu) roads, but no one yet to fix this major lore flaw. Please follow this link: http://en.wikipedia.org/wiki/Roman_roads

I know and use that mod, but that's about fences and walls, and not about get rid of medieval impromptu roads and put engineered ones, close to the roman roads. Even if the empire was ravaged by wars, good stone roads don't deteriorate into what is presented in the game. And so the game give us an Empire that's impossible.
