Better looking spells?

Hey guys. I came across this http://www.tesnexus.com/downloads/file.php?id=12588 today and at the start of the second video in the description, the player uses some kinda spell (Bluish lines like lightning but looks a lot better). Does anyone know what mod is being used there? Is it a mod that adds completely new spells or just one that makes the vanilla spells look better? Would appreciate it if you could point me to the mod that's used.
