Quick Question regarding the GECK

I'm making a new Actor Effect for a chem withdrawal and was wondering about the "Reduce Damage Resistance"- is the number you set its Magnitude a percentage or an absolute value? Like, does putting in "Reduce Damage Resistance" with a Magnitude of 10 cause the player to receive 10% more damage from getting hit, or do they just suffer 10 extra points of damage on top of a regular attack?
