Enemies won't attack,?

Hey Everyone,

 

I've been playing FO3 for a few weeks with a pretty heavy list of mods (nothing incompatible afaik) and after completing most of the main game, oa, pl, mz and a lot of the side quests something odd has happened;

 

Enemies will not attack my player. I can walk right up to a SM, Enclave soldier, critter blast it in the face, and it just won't attack. The logo changes from blue to red or vice versa, sometimes numerous times for a single enemy.

 

Has anyone come across this before. I'm far enough in that I don't feel like restarting, so a fix would be appreciated. I'm not sure if there's a console command I can use or if this is one of the many already known FO3 issues.
