Read the readme that came with the mod. The upgrades and the title need to be purchased from the storeowner. You may have a mod conflict or an archive invalidation issue-OBMM (Oblivion Mod Manager TESNexus php?id 2097)can solve both of these problems. If you are running Widows Vista or 7 then UAC may be stopping the game from using the mod. If this is the case then move Oblivion to C:Games\Oblivion and adjust the icons on your desktop to match the new location.

I am running win xp and thats my only enabled mod

Did you install all of the files from the mod into your Data folder with J-zip/7-zip/Winrar? Is your game running the current patch 1.20416-the version is in the lower left corner of the Main Menu?

I installed the mod following the readme. I don't know the exact version of the game but I have shivering isles expansion istalled.

I just installed the OMOD version on my game and it worked. I went to A Fair Deal and purchased the house, but it cost 16,900 septims for my player. Fast travelled to the location of the door and did a quick walkthru. The mod might require Oblivion Script Extender (OBSE) and the author forgot to list it as a requirement?

I activated it by the starting menu in data files.
