Odd Landscape Issues

I recently reinstalled Oblivion after a serious ctd issue. I put all of my mods back on after resetting the ini and I start it up and everything is really messed up.

Try turning off LOD.

Turning off the LOD solved the blurry area, but the textures are still really messed up.
