Do you know any mod that makes NPCs' health restore over time and their armor repair. Because broken NPC-armors is not repaired by default?

If you mean companions, there are a few that use OBSE to do that. I have not heard of the NPCs' armor thing. Check TheNiceOne's mod list. He has a dynamic health regen mod. It requires OBGE, however. I, personally, have only use ANB's Dynamic Health Regen, but TheNiceOne's mod is more current. Either one should be fine, but ANB's does not depend on OBGE. Actually, go with TheNiceOne's if you want to be sure all NPCs are affected. ANB's mod only added support for companion types.
