Creating toggles

I was wondering how you go about making a spell that operates with a toggle.

In other words, you click the icon and say for example you get night vision and it stays on until you click the icon again.

 

I wanna make a "buff" spell to make my hobbit play like my burglar in LotRo.

Mischief- Toggle on to increase my strength, blade, blunt, and speed. This is for charging into combat when stealth isn't wanted or practical.

 

Another question that I have is when I create spells or lesser powers, despite them being saved into the game, when I apply them to my race, they don't show up. Sometimes they do, most times they don't. I can't figure it out.

It's certainly possible with a script effect spell.

after, all depend of what you want exactly.

 

for the spell and power you added to your race, if they not apply to your character, it's because the old save is stronger than the new esp.

it's strange, said like this, but i'll explain:

when you save your game, you save all of your character. appearance, invetory, stats, spells and so on.

when you load a saved game, oblivion read the file and create your character again, as the save said, and your new spell was not in it.

the contrary works, if you remove a spell or a capacity from your race, it could be still here.

why it works sometimes and other times not, i don't know, maybe because you saved just before the game respawn.

 

to apply the new setting of your race, you have to: change your race( by showracemenu in the console or a mod, i recommand my gems of rebuilding, oviously) save, load without you mod, save, load with your mod and change race again.

it's very complicated, but i see nothing more.

What I've done, for now, is created 3 lesser powers that have the attributes in them that I want for my character. They each last 300 seconds (5 minutes) I figure that's long enough to get through a cave, ruin, fight, or anything else.

 

Here's the facts-

I have race named Harfoot (A type of Hobbit based on Tolkens description) I have 3 lesser powers-

Burglar=Stealth, security, athletics +50,

Mischief=Alchemy, Acrobatics, Marksman, Speed +50, and

Trickster=Speechcraft, Illusion, Mysticism +50, all for 5 minutes.

This way I can set the "buff" for whatever I'm about to do.

I created all the buffs, but they didn't show up again, so I have to work with them a bit to get them on my Hobbit.

I delete the character completely before I apply the spells, then create a new Hobbit. The spells still haven't shown up, but I understand what you mean.
