Can't Install the Construction Set

Ya, I've been trying to install the construction set for Oblivion, and it's just not working. I do know what the issue is. It's an incompatibility issue with the 64 bit version of Windows Vista. However, I was able to get around that, obviously, because I have been able to play Oblivion. While the actual disk would not work to install it, I was able to buy it through steam, and the game works just fine. Do you know of any possible way to install The Construction Set on a 64 bit version of Vista? I have the error information:

Are you trying to install the latest version of TESCS? Have you turned the UAC off on the Steam folder?

yes, the latest version. What is the UAC, and how do I turn it off?

I do not have Vista, but if you right-click on the Steam folder, it should be in the folder's properties somewhere. I was sure I saw a guide for that... You really should not turn it off entirely; as annoying as it may seem, it is protecting your computer.

 

 

Edit: Just set all of the important executables to 'Run as administrator'. Right-click on the TESCS EXE and check that. Do the same for the TESCS EXE that launches TESCS, once it is installed, OBMM, and any other utilities you use (i.e., TES4Edit.)
