Textures are missing + mod conflicts

alright I got a new gaming computer and just started playing Oblivion again but there are some textures missing, like Captain Reinault's armor missing and various other textures. I know that OOO is causing it so I uninstalled the mod and tryed installing the mod again. Before uninstalling it I ran the Conflict checker in OBMM and it had a rediculously long list of conflicts. Then after reinstalling the mod I checked for conflicts again and the list was far shorter, I followed the instructions to the letter so unless I'm braindead everthing should be working just fine. I'm going to paste the conflicts list here and hope someone helps. Thank you in advance for any help.
