Pluggy (Fallout 3 Edition)

I have ran a search to see if anyone has attempted either successfully or otherwise to transfer an OBSE plugin to Fallout 3. After performing the search on several sites I unfortunately were unable to find a plugin known as "Pluggy" for this game. I was wondering whether any one in the community would be willing to create the plugin for this game, it would significantly expand and/or enhance FOSE. Especially FNNCQ, The Crimson Caravan etc. The options for creating arrays could potentially introduce with other extensions and/or improvements allow for the programatically copied versions of non-unique, non-persistent NPCS. Alternatively the creation dynamically of all new NPCs based of random values introduced in the scripting run-time event. There would be no-reference applied in the non-scripting area of the GECK but one would be assigned by the script upon running.
