Whoever wants to make it could probably use the legs off of the merc grunt mesh/texture for this, but a new mesh and texture for the jacket would be necessary. Maybe just removing the bandoliers from the merc troublemaker outfit, shortening the coat at the waist(if that's possible) and a good retexture of said outfit would suffice.
