Help with custom weapon

Alrighty, I made a custom weapon, new model, pipboy image, etc. How can I make it be used by high level NPC's? I.E., Used by like the B.O.S., Regulators/Talon Company late in the game. I don't want a level four raider to destroy you with a Laser Sniper! I don't want to just leave it somewhere in the wasteland, is it possible to let it just be used by high-level NPC's, and let the player loot it?

You have to add your weapon to leveled lists. One of the settings in a leveled list is the level of the character generated. Look at the leveled item called "BrotherhoodOfSteelWeaponBigGun" to see what I mean. Just be careful as leveled list have a tendency to use other leveled lists as line items in their lists. You'll need to drill down to the lowest list and create a new leveled item to add it to a higher level leveled list.
