Adding Exterior Cells

Hey I was wondering how can you add exterior cells to Morrowind to add new lands, is there a tool for it or do you need to edit something? Thanks in advance

You need to use the Construction Set, which comes free with the game.

Try looking here for some tutorials.

The CSWiki is also useful.

I checked the tutorials and half of them didn't even load, I have Morrowind CS, I would just like to know where the tool is and how to use it just a quick breif description, or if I need to change something in some options.

You can add new lands, but only in the existing map. You can't add world spaces like in Oblivion.

Just find where you want to add an island, press 'H' to open the terrain tool. Click and drag up to raise the land and drag down to lower the land. Experimenting works better than any tutorial can.
