Huge Performance Problem out of nowhere

i5-4570 4x 3.20GHz

GTX 770

8GB RAM

 

 

So I started to play New Vegas again, I played it before and had no FPS Problems. Now I get huge slowdowns from 60 to ~22 in some Areas, especially on the Strip. I have a pretty good Computer, so its no f***ing Chance its beacause of that. I checked CPU and GPU Load and my CPU load is pretty low. Only one Core is at a High Load. VRAM is ~1500MB/2000MB.

I think I have some Modcombo that adds like the same Effect twice or something and breaks the Game.
