I do not agree with how he said it, but his guy is right about you not seeing amazing FPS with BC installed, OP, but only people with the $1000 CPUs are. If you can get your FPS in the higher teens with your rig, you are doing well. People with Desktops are happy to see it run at 20FPS in (most) cities. There are tons of GPUs that are overkill for Oblivion these days. Your card is fine too. The problem is your CPU. If you do not want Streamline changing settings to try and keep your FPS range (which is the default unless you've changed it) turn of StreamSmooth. Access the SL menu in-game (CTRL+Home) and turn off that feature. The reason why your FPS drops in some directions is because the density of NPCs in that direction is greater, meaning the CPU has to do more processing. That is totally normal. You will have to get used to it, or drop BC. In the future, please post your load order through OBMM > Import/Export View Load order or Wrye Bash in the future. In any case cities are just for shopping and resting even if it lags i dont mind that much.
